The author criticizes the "shock strategy" chosen by the El`tsin government, and describes a possible alternative strategy of development. Afterword by the well known politician and economist Sergei Glaz`ev. Appendices include a list of deputies who participated in the standoff inside the White House, results of voting on El`tsin`s impeachment, etc.
