The revolutionary Russian government dreamed about expansion of the revolution into China and India. They considered Tibet as a key area of their influence in the West. The OGPU made the Russian painter Nikolai Rerikh (1874-1947) and his family their allies and messengers in this mission. They sponsored his famous expedition to Shambala. The personnel of this advantageous expedition was very mixed, including the odious terrorist Jacob Blumkin.
