The revolutionary Russian government dreamed about expansion of the revolution into China and India. They considered Tibet as a key area of their influence in the West. The OGPU made the Russian painter Nikolai Rerikh (1874-1947) and his family their allies and messengers in this mission. They sponsored his famous expedition to Shambala.
