Vitte (1849-1915), a prominent political figure and statesman, an honorary member of the St. Petersburg Academy of Sciences, and chairman of the Council of Ministers (1905-1906). He developed the main strategies of the Stolypin agrarian reform, and was working towards cooperation between the government and entrepreneurs. This collection includes his previously unknown and unpublished works. Volume two, in two books, includes his works on taxation, budget, and government deficit. Comments and notes.
