S. Iu. Vitte (1849-1915) was a prominent political figure, an honorary member of the St. Petersburg Academy of Sciences, chairman of the Council of Ministers (1905-1906). During the first Russian Revolution of 1905, S. Vitte drew up a Manifesto, "On improving the social order," that proclaimed civil liberties and decreed the creation of the Russian Duma. He developed the main strategies of the Stolypin agrarian reform and was working towards cooperation of the government and entrepreneurs. In his memoirs Vitte gives characteristics of Tsars Alexander III (1845-1894), Nicholas II (1868-1918), Stolypin, Durnovo, Vorontsov-Dashkov, and other historical figures of his time.
