This book describes the economic relationship between state and peasantry, town and country during the period of NEP (New Economic Policy, approx. 1922-1927,) which temporarily loosened state control over the production and distribution of agricultural products. The struggle between the state and cooperatives in the butter market was ended when the state monopolized this industry which ultimately decreased production of butter.
