This report examines the process of the formation of "migration policy" ideology which hinders the adaptation of immigrants and their inclusion in local social environment in the south of Siberia. The author characterizes the discursive strategies the mass media use to create a negative attitude to migrants, as well as legal aspects of the anti-migration policy. Special attention is given to ethnicity-based discrimination of Meskhet Turks and Chechens by local governments. The author suggests ways of prevention of violence and migrants` rights violations.
