This is a collection of the main resolutions of the Politbureau of the Central Committee of RCP(b)- ARCP(b) on their European policy in 1923-1939. These documents had the highest secrecy. The documents reflect the first steps of soviet foreign policy in Europe and the mechanism of making the important political decisions in the pre-WWII period. There are four introductory articles in the book by A.M. Filatov, G.M. Adibekov, O.V. Khlevniuk, and M.M. Narinskii.
