Georgii Shakhnazarov (d. 2001), a scholar of jurisprudence by education, spent about 30 years in Russian corridors of power: he worked for Brezhnev, Andropov, and Gorbachev, and was involved in many political decisions. He was never a dissident in the proper sense, but neither he was an ordinary "apparatchik".
