By the beginning of WWII the Soviet army was supplied with unfit and obsolete armaments and equipment. On top of that the equipment was far from full strength. For example the airplanes were not equipped with radio navigation. The full history of unfit armament has not been written until now. The book sheds light on the state of technology produced in the USSR in 1920-1938 and the role Tukhachevskii played in military supplies.
