L.A. Tikhomirov (1852-1923) in his early years was a Narodnik and participated in the "Land and liberty" organization. In 1888 he moved away from revolutionary activities and adopted monarchical views. This book contains a program of reforms that Tikhomirov developed when he served as a P.A. Stolypin`s adviser and edited the oldest Russian monarchist newspaper "Moskovskie Vedomosti". Having lived for many years in Europe, Tikhomirov became convinced that monarchy was more representational than democracy and that its undying principles could be implemented in various forms depending on the current domestic situation. He is currently popular among the modern Russian right wing.
