This is the first collected works of S. Iu. Vitte (1849-1915), a prominent political figure and statesman, an honorary member of the St. Petersburg Academy of Sciences, and chairman of the Council of Ministers (1905-1906). He developed the main strategies of the Stolypin agrarian reform, and was working towards cooperation between the government and entrepreneurs. This collection includes his previously unknown and unpublished works. Volume one contains his work Principles of Railroad Rates (tariffs) on Freights which was printed several times during the author`s life. Also included are the discussion of this book in the press, Vitte`s articles and reviews. Comments and notes.
