This book presents the legal character of the inner structure and procedural organizational activity of the two chambers of the Russian Parliament; deals with the issues of their interrelations and with other bodies of state power. Special attention is paid to the upper chamber of the parliament—the Council of the Federation, in view of its late reorganization.
