This book offers a new view on the causes and goals of the Great Terror. According to the author, the OGPU-NKVD gained control not only over the enforcement and punitive organs, but over the whole Russian economy and especially the "shadow" empire of GULAG. For Stalin to hold his power his only choice was to break the OGPU-NKVD system, and make them fight and annihilate each other.
