The author analyzes three consequent campaigns, 1927-1929, in the grain producing areas of Siberia, Stalin`s tour of this region in 1928, the genesis of political methods of administration and behavioral strategies of the peasantry in response to them. Vladimir Il`inykh (b. 1955) is a professor of history, the editor-in-chief of the journal Humanities in Siberia, and a leading scholar in the Institute of History in the Siberian branch of the RAN.
