The author studies the distribution of social goods in the USSR between the administrative center and the regions, and within one region, namely the Far East. Changes in social policy are traced by period: 1940-50s, 1950-60s, 1960-180s. According to the author, social polarization along living standards started much before the economic reforms of the 1990s and was rooted in social policy. The evolution of social policy is connected in analysis to the evolution of its agent, the soviet bureaucracy or party nomenklatura. One of the conclusion of the work is that the corporate interests of this social group predefined the social character of 1990s reforms. Bibliography.
