The memoirs of Ivan Konstantinovich Grigorovich (1853-1930), the last naval minister of the Russian Empire, consist of two parts. The first describes his life before he became the naval minister, the second - his life and work as minister, 1909-1917. Grigorovich narrates: his effort to reconstitute the Russian navy and its organizational structure in the period before and during WWI; the political situation inside and outside the country which affected the shipbuilding industry; Russian strategic interests related to her navy, and more.
