The revival of Islam in Russia has been accompanied by some negative phenomena, among which the most grave sequences manifested as multiple Moslem conflicts. The conflicts provoked the formation of dozens rival Moslem spiritual boards. Often the establishments of new Moslem structures were openly motivated by ethnic considerations, in some cases ethnic contradictions not so obviously presented among the reasons for the new dissidence. This paper analyzes the role of ethnic factor in the process of formation of modern administrative system of the Moslem community of Russia.
