The important part of transformation process in contemporary Udmurtia, according to the author of this report, is changes in citizens` perceptions of values and principles of democracy. This report is based on a poll taken in the Republic of Udmurtia. Decreasing tolerance is viewed as a trigger for conflict, and concern is expressed about intolerance replacing the traditional solidarity of sound inter-ethnic relationships. Includes some poll data and their interpretation.
