Senator Aleksei Valerianovich Bel`gard (1861-1942) who devotedly served his country belonged to the circle of people of liberal-conservative views. He served as governor of the Estland Gubernia (Estonia, 1902-05) and as the Head of the Department of Publishing (1905-12). This is the first complete publication of his memoirs.
