This monograph studies the unique institution of “Mestnichestvo”, which existed only in one country of the world, Russia. Mestnichestvo as a social institution emerged in the 16th century in the context of the administrative government system (Prikazy), Zemskii councils, etc. Mestnichestvo was replaced with a bureaucratic state machine at the end of the 17th century.
