"Torgsin" was a wide spread chain of state stores where Russian citizens could buy food and luxuries in exchange for precious metals and foreign currency in 1931-35. Many civilians literally saved themselves from starvation this way. The collected treasuries were used by the soviet government to buy foreign technologies and machinery for the new industrial giants ( Magnitka, Kuznetsk, Uralmash, etc.). Hungry for foreign currencies "Torgsin" used all possible sources, including prostitution and other crimes.
