The author provides evidence that there was continuity between Roman and Byzantine emperors, thereby proving that the Byzantine authority was based on democracy. V. Val`denberg (1871-1940) was a Byzantinist, representative of legal school of historiography. This work was first published in 1932. Comments for the current edition by V.I. Zemskova.
