Kazanskii (1866-1947), one of best legal minds of the Russian Empire, an expert in international law, Professor and Dean of the Law Department of the Novorossiisk University. In this book first published in 1913, he integrates the views of politicians and legal authorities of various political affiliations into a general theory of Russian Autocracy. At the same time he ignores whatever he considers accidental, superficial, or bearing no relationship to what was, in his opinion, the cardinal Russian tradition.
