The political philosophy of V.A. Maklakov (1869-1957), a liberal Russian politician and a leader of the constitutional democrats (Kadets), is still a little studied area. Liberalism was so popular in the second half of the 19th-early 20th centuries that B.B. Chicherin named it "the slogan and philosophy of all educated and sensible people in Russia". The ideas of this movement laid the basis of two liberal political movements in Russia at the turn of the century: the constitutional democrats and the Octobrists (Soiuz 17 Oktiabria (1905). This monograph defines Maklakov`s ideological position in the liberal movement, his party and in his debate with long-term opponent P. Miliukov.
