This monograph deals with the development of the Russian party system in 1994-2000 at the local level, its results in regional elections and influence on regional politics. The author shows that parties did not find a place in the complicated relations between executive and legislative powers in the regions and in the election system. Golosov also analyzes the impact of electoral legislation on the development of Russian parties.
