Vitte (1849-1915), a prominent political figure and statesman, an honorary member of the St. Petersburg Academy of Sciences, and chairman of the Council of Ministers (1905-1906). He developed the main strategies of the Stolypin agrarian reform, and was working towards cooperation between the government and entrepreneurs.
