The National Council of the Russian Orthodox Church (Pomestnyi Sobor) of 1917-1918 discussed several critical canonical issues: codification of Church law, reform of the Church court, celibacy, the monkhood of bishops, the place of women in the Church, discipline of fasting, out of church clothing and hairdressing of priests, penance, and revision of other church canons. The idea of the proposed reform was to make Church law and court correspond with the secular law and court. This monograph continues discussion of issues raised at the National Council of 1917-1918 and of their further development during soviet time.
