The author presents this history as periods of strengthening the autocracy and attempts to restrict it, and admits that the society failed to positively change the order and regimes of relations with the State for itself. He concludes that, unfortunately, so far Russia has been unable to leave the monarchist period of its history despite the fact that autocracy has not formally existed in the country for many years. Iu. Puzdravh is a professor of constitutional law at the Moscow Humanities University.
