This is a collection of papers presented to the fourth conference on censorship in Russia (the first three were in 1991, 1993 and 1995). Materials included study censorship from the beginning of Russian history up to the present.
The first seven years of soviet power were the time of the Military Communism and of the New Economic Policy (NEP). An active role in this process was given to mobilized specialists or intelligentsia under the close supervision of the local administration.
