Russian historian Roi Medvedev evolved from a dissident to a historian who writes complimentary books about modern Russian statesmen of the last twenty years. This is his new book about the three term Moscow mayor Iurii Luzhkov and the "economic miracle" of Moscow created in the 1990s under his leadership and with his personal participation.
