The first seven years of soviet power were the time of the Military Communism and of the New Economic Policy (NEP). An active role in this process was given to mobilized specialists or intelligentsia under the close supervision of the local administration. This book contains documents from Siberian archives which show the kind of policy that party and government officials employed towards the intelligentsia in the first years of the Soviet state, the relationship between the old intelligentsia and the government, changes in the social and financial status of the specialists.
