This is a reprint of the monograph published in 1902. Its author, Petr Petrovich Migulin (1870-1948), was a professor of financial law at the St. Petersburg Royal University, member of the Finance Minister Council, publisher and editor of journal "Economist of Russia". He emigrated in 1918. The monograph covers the history of the currency reform in the 1880s, and its connection with he industrial crisis in Russia in 1899-1901.
