Nellia Mal`tseva is one of the specialists who in Russia are called "polittekhnologi" (political technologist), or specialist in social technology and election as one of them. She was the head of several electoral campaign headquarters and of a political analytical center. Her first book was about "dirty" election technologies (2003). The current one tells the story of the election of the governor of Nizhnii Novgorod Oblast in 2001-2002, their politics, heroes and antiheroes, and technologies. It is based on her own experience as well as on other available sources.
